The Journal of Intelligent and Secure Network Systems (JISNS) is an academic initiative  committed to promoting high-quality scholarly communication, academic integrity, transparency, fairness, and responsible research practices. To support these principles, the journal maintains the following policies governing manuscript submission, research conduct, publication, author responsibilities, post-publication matters, and long-term preservation of scholarly content.

1. Prior Publication Policy

The Journal of Intelligent and Secure Network Systems (JISNS) considers original manuscripts that have not been formally published elsewhere. Duplicate or redundant publication is not permitted.

Certain forms of prior scholarly dissemination are not normally regarded as prior publication, as outlined below.

Preprints

JISNS accepts manuscripts that have previously been made available on recognized preprint servers or scholarly repositories.

Authors submitting a manuscript that has appeared as a preprint should:

• disclose the existence of the preprint at the time of submission;
• provide the preprint DOI or permanent link, where available;
• ensure that the submitted manuscript represents the version intended for peer review; and
• update the preprint record after publication with a citation and link to the final Version of Record published by JISNS.

Posting a manuscript as a preprint does not influence the journal's editorial decision. All submissions are evaluated independently on the basis of originality, scientific quality, technical soundness, and relevance to the journal's scope.

Conference Proceedings and Abstracts

JISNS may consider substantially extended versions of previously published conference papers or abstracts, provided that the journal manuscript contains significant new scholarly content and does not constitute duplicate publication.

Meaningful extensions may include:

• new experimental results;
• additional datasets;
• new or extended methodologies;
• further theoretical developments;
• expanded analyses; or
• substantially enhanced discussion and conclusions.

Authors submitting an extended conference paper must:

• disclose the earlier conference publication;
• appropriately cite the original publication;
• clearly explain the additional contribution of the journal version; and
• obtain permission for reuse of copyrighted material where required.

The journal will assess whether the manuscript contains sufficient additional scholarly contribution to justify publication as a journal article.

Theses and Dissertations

Material previously included in an academic thesis or dissertation is not normally regarded as prior publication, provided that the thesis or dissertation was deposited through a university, institutional repository, or recognized academic archive.

Authors should:

• disclose that portions of the manuscript originated from a thesis or dissertation;
• cite the thesis or dissertation where appropriate;
• comply with the copyright and repository requirements of the awarding institution; and
• ensure that the submitted manuscript constitutes an appropriate journal article rather than a direct reproduction of the thesis or dissertation.

2. Research Integrity & Misconduct Policy

JISNS is committed to maintaining the integrity and reliability of the scholarly record and to addressing potential research misconduct fairly, confidentially, transparently, and proportionately.

Research misconduct may include, but is not limited to:

• plagiarism;
• fabrication or falsification of data;
• inappropriate manipulation of research materials or images;
• duplicate or redundant publication;
• unethical authorship practices;
• undisclosed conflicts of interest; and
• other conduct that compromises the integrity or reliability of scholarly work.

When concerns regarding possible misconduct are raised, the journal may undertake:

• an initial assessment of the concern;
• confidential examination of relevant evidence and documentation;
• communication with the authors and, where appropriate, their institutions; and
• consultation with independent experts when necessary.

Editorial action will depend on the nature and severity of the matter and may include rejection, correction, expression of concern, or retraction.

JISNS seeks to address all allegations objectively and proportionately while protecting the integrity of the scholarly record.

3. AI-Assisted Writing Disclosure Policy

JISNS recognizes that authors may use artificial intelligence-based tools to assist with aspects of manuscript preparation, including language refinement, grammar correction, or preliminary organization of text.

Authors remain fully responsible for the intellectual and scholarly content of their manuscripts.

Authors must ensure that:

• the analysis, interpretation, arguments, and conclusions presented in the manuscript are attributable to the authors;
• AI-based tools are not listed as authors;
• substantive use of AI-based tools is disclosed transparently where appropriate; and
• AI-generated or AI-assisted content is carefully checked for accuracy, originality, reliability, and appropriate attribution.

The use of AI-based tools does not reduce the authors' responsibility for the accuracy, originality, integrity, and scholarly quality of the submitted work.

4. Human Subjects & Ethical Approval Policy

Research involving human participants, identifiable human data, or human-derived materials must be conducted in accordance with recognized ethical standards and applicable regulations.

Authors must ensure that:

• appropriate ethical approval has been obtained from a recognized institutional review board, ethics committee, or other competent body where required;
• informed consent has been obtained from participants where applicable; and
• participant privacy, confidentiality, and dignity are appropriately protected.

Manuscripts should include a clear statement describing the ethical approval and consent procedures followed in the study.

Where formal ethical approval is not required, authors should provide an appropriate explanation.

Studies that do not meet accepted ethical standards may be rejected.

5. Clinical Trial Registration Policy

JISNS supports transparency and accountability in research involving clinical trials or interventional studies involving human participants.

Authors reporting results from clinical trials or trial-like studies should ensure that:

• the study has been registered in a publicly accessible and recognized trial registry prior to participant enrollment, where applicable;
• the registration number and registry name are clearly stated in the manuscript; and
• the outcomes reported in the manuscript are consistent with the registered protocol, or any deviations are clearly explained.

Where trial registration is not required under applicable regulations or disciplinary norms, authors should provide an appropriate justification.

Trial registration does not replace requirements relating to ethical approval or informed consent.

6. Data & Code Availability Policy

JISNS supports transparency, reproducibility, and responsible research practices. Where ethically, legally, and technically feasible, authors are encouraged to make the data, code, and other research materials supporting their findings available through appropriate repositories.

Research materials may include:

• raw and processed datasets;
• source code;
• algorithms;
• software;
• experimental configurations;
• simulation parameters;
• protocols; and
• supporting documentation.

Authors are encouraged to:

• deposit research data and code in an appropriate trusted repository;
• provide a persistent identifier, such as a DOI or accession number, where available;
• appropriately cite datasets, software, and related research resources; and
• clearly explain any restrictions that prevent public access.

Data and code sharing must comply with applicable ethical, legal, privacy, confidentiality, security, proprietary, and intellectual-property requirements.

Data and Code Availability Statement

Authors should include a Data and Code Availability Statement in their manuscript where applicable.

The statement should indicate:

• whether the data and/or code supporting the findings are available;
• where they can be accessed;
• whether a repository link or persistent identifier is available; and
• any conditions or restrictions governing access.

Where data or code cannot be publicly shared, the reason should be clearly stated.

Examples include:

The datasets generated and/or analysed during this study are available in the [repository name] repository at [DOI/link].

The data supporting the findings of this study are available from the corresponding author upon reasonable request.

The data are not publicly available due to privacy, confidentiality, legal, or security restrictions.

Data and code availability represents good research practice but is not used as the sole criterion for determining manuscript acceptance.

7. Supplementary Material Policy

JISNS allows authors to submit supplementary materials that support, clarify, or extend the main manuscript.

Supplementary materials may include:

• datasets;
• source code or algorithms;
• additional tables and figures;
• extended experimental results;
• technical documentation; and
• relevant multimedia files.

Supplementary files should be submitted with the manuscript and clearly referenced in the main text. Each file should contain an appropriate title or description.

Authors are responsible for ensuring that supplementary materials are:

• accurate and relevant;
• clearly described;
• accessible in an appropriate format;
• compliant with applicable ethical, legal, copyright, and licensing requirements; and
• appropriately referenced in the manuscript.

Supplementary materials may be considered during peer review and may be published substantially as supplied by the authors. Authors should therefore ensure that all supplementary files are complete and suitable for publication.

8. Image Integrity Policy

JISNS requires images, figures, and other graphical representations to accurately reflect the underlying research data and not mislead readers.

Authors should ensure that:

• images are not inappropriately manipulated, enhanced, or altered;
• adjustments to brightness, contrast, or color balance are applied consistently and do not obscure or misrepresent information; and
• composite images or reused visual materials are clearly identified and appropriately labeled.

Where concerns regarding image integrity arise, the journal may request original images, underlying data, or additional clarification from the authors.

Confirmed inappropriate image manipulation may be handled in accordance with the journal's Research Integrity & Misconduct Policy.

9. Funding & Acknowledgements Policy

Authors must clearly disclose all financial support associated with the research presented in their manuscripts.

Authors should:

• identify relevant funding agencies, sponsoring organizations, and grant numbers;
• disclose the role of the funder, where applicable, in study design, data collection, analysis, interpretation, or manuscript preparation; and
• state explicitly when no external funding was received.

Acknowledgements may be used to recognize individuals, institutions, or organizations that contributed to the research but do not meet the criteria for authorship.

Acknowledgements should be factual, relevant, and included with appropriate consent where necessary.

10. Copyright & Licensing Policy

Authors publishing in the Journal of Intelligent and Secure Network Systems (JISNS) retain copyright in their work.

By publishing an article with JISNS, authors grant the journal a non-exclusive right to publish, reproduce, distribute, archive, disseminate, and maintain the article as part of the permanent scholarly record.

Authors are responsible for ensuring that:

• their work does not infringe the copyright or intellectual-property rights of others;
• all authors have approved publication of the work;
• appropriate permission has been obtained for copyrighted third-party material where required; and
• reused or previously published material is properly cited and acknowledged.
• Articles published by JISNS are under a Creative Commons Attribution 4.0 International (CC BY 4.0) (https://creativecommons.org/licenses/by/4.0/) license, allowing users to copy, distribute and transmit an article and adapt the article and make commercial use of the article. The CC BY license permits commercial and non-commercial re-use of an open access article, as long as the author is properly attributed. This ensures that the work gets maximum exposure, and the authors receive due credit for their contribution.

Third-Party Material and Permissions

Third-party material may include:

• previously published figures, tables, or images;
• substantial excerpts of text or graphical material;
• proprietary datasets;
• software outputs; or
• multimedia content.

Authors are responsible for obtaining any permissions required for the reuse of such material and for ensuring compliance with applicable copyright and licensing terms.

Documentation of permission may be requested during the editorial process.

Reuse and distribution of content published by JISNS must comply with the licensing terms applicable to the published article.

Minor editorial, formatting, typesetting, and language corrections may be made during production provided that they do not alter the scientific meaning of the article.

Potential copyright infringement or unauthorized use of material will be handled under the journal's applicable research-integrity and post-publication procedures.

11. Repository and Self-Archiving Policy

JISNS supports responsible sharing and long-term accessibility of published research.

Subject to the applicable copyright and licensing terms, authors may deposit an appropriate version of their article in:

• institutional or organizational repositories;
• recognized non-profit or public repositories;
• personal or academic websites; and
• appropriate scholarly e-print or preprint platforms.

Where the published version is deposited, authors should include the complete article citation and a link to the official Version of Record on the JISNS website.

Self-archiving must comply with the journal's applicable copyright, licensing, and third-party-material requirements.

12. Appeals Policy

Authors may appeal an editorial decision when they believe that the decision resulted from a substantial misunderstanding of the manuscript, an important factual or technical error, or an incorrect assessment of its scientific contribution.

An appeal should:

• clearly identify the manuscript concerned;
• explain the specific grounds for reconsideration;
• address the relevant scientific or editorial issues; and
• avoid merely repeating arguments already considered during peer review.

Appeals should be submitted to the JISNS Editorial Office within a reasonable period following communication of the editorial decision.

An appeal may be evaluated by the Editor-in-Chief, Managing Editor, or an independent Editorial Board member who was not directly involved in the original decision.

Following consideration of an appeal, the journal may:

• uphold the original decision;
• request additional peer review;
• invite a revised manuscript; or
• reconsider the manuscript for publication.

The decision reached following completion of the formal appeal process will normally be considered final.

13. Complaints Policy

JISNS welcomes legitimate complaints concerning its editorial, ethical, or publication practices and aims to address them fairly, confidentially, and constructively.

Complaints may concern:

• editorial or peer-review procedures;
• scientific or published content;
• publication ethics;
• conflicts of interest;
• misconduct handling; or
• other aspects of journal operations.

Complaints should normally be submitted to the JISNS Editorial Office or Editor-in-Chief.

Where a complaint concerns the Editor-in-Chief, the matter may be referred to the Managing Editor or an independent senior member of the Editorial Board.

The journal will seek to acknowledge complaints promptly and provide a substantive response following appropriate consideration or investigation. Where immediate resolution is not possible, the complainant may be informed of the progress of the matter.

14. Sustainability & Digital Archiving Policy

The Journal of Intelligent and Secure Network Systems (JISNS) is committed to supporting the long-term preservation, accessibility, and citability of its published scholarly content.

The journal follows responsible digital publishing practices that may include:

• assignment of persistent identifiers, such as DOIs, to published articles;
• secure online hosting and regular data backups; and
• use of appropriate digital archiving and preservation arrangements.

JISNS aims to maintain continuity of access to its scholarly content despite future changes in technology or publishing platforms.

Digital preservation and archiving arrangements may be reviewed periodically to support the long-term availability of the scholarly record.
